Mahendran, the deputy tehsildar, agrees to help Joseph, a man facing legal issues due a name mismatch in his mother's documents, upon learning that he is a close friend of a Member of Parliament. Meanwhile, the impending monsoon leads to concerns with the public over a dam that may breach due to heavy rainfall.
Mahendran asks Biju to create a certificate that would help the old lady but not be used as a political weapon against him. Meanwhile, the office employees bid farewell to Tehsildar Shibu, who is replaced by Tehsildar Shobha, who has a different way of running things.
Mahendran is displeased with Shobha's posting, as Prajas approaches him pledging to forget his political affiliation and join Mahendran's union if he is relieved from control room duty. Meanwhile, Shobha notices that Mahendran is not in office and marks a half-day against his attendance, infuriating him.
The news of Mahendran and Shobha's suspension creates headlines in the media. While Shobha is devastated, Mahendran looks for support from his political party. However, the leaders wash their hands off the scandal and tell him there's nothing they can do for him.

Meanwhile, Unni tells Shobha that it would be easier to pay the bribe than expect a fair investigation.
After joining hands with Shobha to clear both their names, Mahendran meets with the leader of the opposite faction of the ruling party. Later, at a protest, Harichandran is attacked by goons who disguised themselves as the minister's supporters.
